The drawback program was also instituted for the purpose of creating jobs, increasing exports and encouraging manufacturing exports. Drawback was first established by the Continental Congress in 1789, initially being limited to certain articles that were directly imported and exported. Today, drawback has been expanded to encompass numerous products and industries.
